Just to be sure, PhotoLab 3 is 100% compatible with MacOS 10.15 Catalina? 
I do not use Catalina but I would wait so that Catalina sorts out its issues. Maybe you can install it on a separate partition and test
No choice. I updated to Catalina already almost immediately, as, like others, I was experiencing screen glitches with 10.14.6. PhotoLab 3 only got released today, hence I am expecting it to run fine. Nevertheless, just want to be sure, before potential buying the Elite package.
It mostly works, apart from the issue that platypus refers to, and that is explained on the link he posted. We’re still ironing out the fix for that one, but it should be really close now… Just a matter of a few days!

It concerns both versions. Even in PL3, you’ll still have the issues mentioned in that post, in the specific cases that are outlined there.
