I just tested with 5.1 and anything placed in the IPTC section is only written to XMP.

I get a horrible feeling the only way to get at them would be to run a series of ExifTool commands to copy the XMP tags over to the correct IPTC names.

Happily I use VieuwNx, that’s writing the keywords both to the IPTC and xmp section, in the raw file. If that data exists in the raw file it’s added to the exported images in PL.

Confirmation from the guys at ExifTool. This is definitely not a PL problem. It is 500PX that are not reading the correct “modern” IPTC standard, which is now based in the XMP section.
