PL6 6.50 Built 48 can not be opened in Mac Ventura 13.3.1

I have the same updates on both Ventura and PL6 and have no problems opening PL6

No such issue with DPL 6.5 on macOS 13.3.1 on M1 MacBook Air 2020.
