May be I don’t really understand how it should be supposed to work, but whatever option I choose I don’t see any difference.

I don’t use Perspective Efex standalone but here is what I know from ViewPoint as a plugin to PhotoLab.
The difference is more marked when you reduce the degree of blur and is most noticeable on highlight spots. But the effect is very subtle and you will need to zoom in to really see the difference.
Here, I set the level to 13 and chose:
