Had this problem before already several times. New photo, no edits. Want to add a control line, not available, see screenshot.
Than I added a control point
after this, control line was again available
Also when I reset everything, the control line keeps available. This happens just from time to
time and I don’t know how to reproduce it. On the other way, I just found myself a workaround 
haven’t seen that in the Windows version – but, here is another difference
Just showed this, so its clear, I made no mistake, by not selecting it. Here from the manual the full lines described.
Maybe I was a bit unclear, in Windows I haven’t seen yet the Control Line problem.
About the Mac toolbar – I know it’s there but was amazed to see a checkbox for clipped aeras. 
It’s about cropped areas, not clipped highlights ;-)…
…and will show the original image with the frame of the current crop.
